Vietnamese currency

Hi can anyone recommend a place here in Korat to exchange Thai Baht for Vietnamese Dong? Where would I find the best rates?

There's a suggestionhere that the Dong is not a convertible currency:

Your best option might be to canvas for a private deal. Local expats. occasionally visit Vietnam.

I have a friend who has traveled to Vietnam in the past and lives in Chiang Rai.  He found that Bangkok was the only place to purchase Vietnam currency.  Apparently there is little or no demand elsewhere in Thailand.
