And again they're just "warning" to impose fines for running junk on the streets instead of taking care of those problems by regular technical and safety inspections.

Johnnie, if the test can detect that something is wrong then fine, but if somchai is smart enough to put the fuel system back to factory spec's so that he can pass the test, then the police still need the deterrent of on the spot fines, as long as they are inforced.
