For Android:  https://play.google.com/store/apps/details?id=com.wordinthehand.thaidict&hl=en

This is by far the best dictionary I have used if you wish to learn Thai...not so much for Thais wishing to learn English.  It is not cheap, but has a Thai soundtrack for every word and many phonetic systems to help you start out.  It is available for iPhone as well I believe.
