Is the word "Negro" offensive, like farang?

I was in The Mall today and over heard a Thai point at some black dude and say "Neeeegroooo.."  Shortly after, the same Thai points at me and says, "Farang!"  I stared back at him and said, "Mung Lao."  He didn't seem to like that.

Anyway, are these terms categorized as racist or not?  I don't mind the occasional "farang" remark, but what about the negro one? Anyone?

 I THINK the word negro means black in spanish or italian.
 I thought the word negro was offensive untill i heard two west indians calling each other it.
 I suppose it depends on who says it. Could ask lozz.

Isaac Hayes was the voice behind the chef in southpark.

Another one I heard from a Thai...people don't like man chocolate. 

When I first heard that I was thinking some guy who goes around selling chocolate candy or something.


Here's another thing.  Why is it okay for blacks to call each other "Niggas" but if a white guy says it, he gets arrested in the UK....or in the states gets a law suit slapped on him?

Have you ever seen white guys going around saying, "Sup Honky," or "Sup Cracker?"...or my favorite, "Sup Wigger?" I haven't.  Which leads me to my next question. If a black calls a white guy a "Honky, cracker etc," in the UK, can the black guy be arrested for a racial slur too?  I think it's only fair that the law should apply both ways.
