Everyone is to be given the right to have embarrassing, inaccurate or personal data removed from the internet if they request it.
Consumers will be able to force firms that hold information about them, including store cards, to get rid of it.
The changes, which could take two years to set up, also include a power to fine firms up to 2% of their turnover if they breach the rules.
EU Justice Commissioner Viviane Reding said: “The protection of personal data is a fundamental right for all.”
3 O2 last night said it had fixed a problem which saw smartphone users’ numbers sent to every website they browse.
