thaiga, you touched on a very important issue and one which is close to my heart. I think it is a good idea if it elicits a positive response by the locals and they take over from where the outsider left off. I spent many of my years working on Australian Aboriginal communities. One elderly white man used to clean up daily around the community store. He did this 5 1/2 days a week. The trash continued to be thrown on the ground. He then got some 44 gallon drums and used them so that the locals could throw their trash into and he could empty daily. This did not work. I saw him asking some of the locals to throw their garbage in the rubbish bin whilst he stood next to it pointing to the opening of the 44 gallon drum. They walked towards him and the bin threw the garbage at his feet and walked away. After 3 solid years of cleanup, enough was enough, and he and his daughter, who was working for the community left and headed south to Adelaide, disgusted at what they had to put up with. Some people will never learn. Sometimes it's more than education that is needed, it borders on a lack of collective self esteem and pride by the entire community.
